Housing First because Housing is a Human Right

ImmaCare was one of the first shelter and housing agencies in Hartford to operate under the Housing First Model. We believe that housing is a human right and once an individual can secure safe and permanent housing, it is only then that they can begin to focus on their personal path to recovery.
